It did not work out because the supplier of the sewing machines delayed in bringing them from Luanda until mid of June, 2007.  This delayed in the opening of the course.&lt;br /&gt;&lt;br /&gt;&lt;span style="color:#3333ff;"&gt;&lt;strong&gt;May, 2007&lt;br /&gt;&lt;/strong&gt;&lt;/span&gt;Meeting with the Executive members of PAEVT&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="color:#3366ff;"&gt;Accomplishments&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;&lt;ol&gt;&lt;li&gt;Ten sewing machines have been bought.  They have been assembled and serviced by the technician, and they have been placed in the classroom.  The students are using them for the intended purpose.  &lt;/li&gt;&lt;li&gt;&lt;div align="justify"&gt;The design and tailoring course finally opened on 25th June, 2007&lt;/div&gt;&lt;/li&gt;&lt;li&gt;&lt;div align="justify"&gt;Our estimated number of women for the first six month training was 14.  However, 20 women have been enrolled and they are actively training at our Centre.  There are two classes: One in the morning and the other in the afternoon.  See the attached Registers.&lt;/div&gt;&lt;/li&gt;&lt;li&gt;&lt;div align="justify"&gt;The summary of the expenditures are as follows:&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Amount received: 3000USD&lt;br /&gt;Actual expended to date: 3,500 USD&lt;br /&gt;Current balance: -500&lt;br /&gt;Estimated cost to complete: 7,000USD&lt;br /&gt;&lt;br /&gt;Variance: ?&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="color:#3366ff;"&gt;Documents&lt;br /&gt;&lt;/span&gt;&lt;/strong&gt;The curriculum for the design and tailoring course was drawn by the two instructors.  See the attachment.&lt;br /&gt;&lt;br /&gt;&lt;span style="color:#3333ff;"&gt;&lt;strong&gt;Management Related issues&lt;/strong&gt;&lt;/span&gt;&lt;/div&gt;&lt;/li&gt;&lt;li&gt;&lt;div align="justify"&gt;The design and tailoring course is being offered by two women: Veronica Chikomo and Cleonice Vilinga Albano.&lt;/div&gt;&lt;/li&gt;&lt;li&gt;&lt;div align="justify"&gt;Each student has a file, which gives details about the student.&lt;/div&gt;&lt;/li&gt;&lt;li&gt;&lt;div align="justify"&gt;We are encouraging students to submit their passport size photos so that we can prepare their student IDs.  There is positive response.&lt;/div&gt;&lt;/li&gt;&lt;li&gt;&lt;div align="justify"&gt;Due to the recent loss and fluctuation of purchasing power of the US Dollar, our estimated budget for this project has been affected. For example, we budgeted for 190USD for one sewing machine and for 15 of them would cost 2,850 USD, but on the contrary, based on the reason mentioned, we have bought the sewing machines for 250USD, requiring 3,750 USD for 15 of them (the difference of  900USD).  This means that our cost to complete the project will be affected because; it then means that other material for the course will not be bought (See the attached original budget).  In order to complete the project, we would need a difference of 2,400 USD.  However, discussions are going on within PAEVT to see the possibilities to cover this amount. Getting home is one thing and getting integrated is also another.  Getting home is one thing yet finding employment without a trade is another.  We want to thank AAR Japan, LWF, JRS, UNHCR, and Government of the Republic of Zambia for all the trainings, knowledge, and all forms of capacity building we acquired from them when we were refugees in Zambia.&lt;/span&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;span style="font-family:Arial;color:#000000;"&gt;&lt;/span&gt; &lt;/div&gt;&lt;div align="justify"&gt;&lt;span style="font-family:Arial;color:#000000;"&gt;Today in Luena, the provincial headquarters for Moxico Province, through PAEVT, has successfully opened a course for Women in Design and Tailoring.  PAEVT received a grant from AAR Japan in order to begin this course.  It all started on 2nd July, 2007.&lt;/span&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;span style="font-family:Arial;"&gt;&lt;/span&gt; &lt;/div&gt;&lt;div align="justify"&gt;&lt;span style="font-family:Arial;"&gt;Our women will now get a trade for livelihood strategies.  There are 30 women in this first six months course, and they will not graduate untill January, 2008.  They will receive their certificates which will be used to seek for jobs in clothes manufacturing companies. A sua criação circunscreve-se profundamente na necessidade da sua contribuição para a formação multifacética do homen, que é, o elemento fulcral de qualquer sociedade.&lt;br /&gt;            Como é bem sabido, Angola, o nosso país, viveu durante a sua historia vicissitudes, que do periodo colonial ao da independençia, o campo da educação tem constituido uma das maiores preocupações do estado e do governo Angolanos, ja que, durante a colonização, a educação restringia-se à classe dominante, deixando os indigenas votados à sua sorte, por conseguinte, ao analfabetismo absoluto.&lt;br /&gt;            É, em função disso, que numa Angola livre, independente e soberana, a educação do homen capaz de corresponder com as exigências da época, constitui a prioridade para a qual devem incidir todos os forcos da sociedade.  Neste âmbito e, no termos da Lei No. 14/91, de 11 de Maio (Lei das Associações), surge o PEAFV, que se julga capaz de contribuir para a formação do homen que Angola precisa, a todos os níveis.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;CAPITULO I&lt;br /&gt;(Disposições gerais)&lt;br /&gt;&lt;br /&gt;Artigo 1o&lt;br /&gt;(Dominação)&lt;br /&gt;O Programa da Educação Académica e Formação Vocacional adopta a sigla de “PEAFV”.&lt;br /&gt;&lt;br /&gt;Artigo 2o&lt;br /&gt;(Fundação)&lt;br /&gt;O Programa da Educação Académica e Formação Vocacional foi fundado o dia da sua proclamação.&lt;br /&gt;&lt;br /&gt;Artigo 3o&lt;br /&gt;(Ambito e sede)&lt;br /&gt;O Programa da Educação Académica e Formação Vocacional “PEAFV”, tem a sua sede na cidade do Luena, Provincia do Moxico, pudendo estabelecer representações noutras provincias, municipios e comunas.&lt;br /&gt;Artigo 4o&lt;br /&gt;(Natureza juridica)&lt;br /&gt;Programa da Educação Académica e Formação Vocacional “PEAFV”é uma união voluntaria de individos intelenctuais e academicos Angolanos.  Ele é de character permanente, tendo em vista a prossecução de um fim que constistira na educação em ensino de crianças e jovens desde um primeiro ao nível médio, formação docente e vocacional e, é dotado de uma pessonalidade juridica.&lt;br /&gt;&lt;br /&gt;Artigo 5o&lt;br /&gt;(Objectivos)&lt;br /&gt;O Programa da Educação Académica e Formação Vocacional “PEAFV” visa lograr os seguintes objectivos:&lt;br /&gt;(a)    proporcionar um ensino-educativo com provisão, isto é, mais preciso, profundo, completo, qualidade,  e adequado;&lt;br /&gt;(b)   contribuir para a irradicação do analfabetismo em Angola;&lt;br /&gt;(c)    proporcionar ao Estado e País número suficiente de corpo docente, em funçao da extensão territorial e da necessidade permanente desta camada social;&lt;br /&gt;(d)   reduzir a necessidade de professores no país;&lt;br /&gt;(e)    proporcionar quadros técnicos de diferentes especialidades para os diversos dominios da vida da nação;&lt;br /&gt;(f)     promover uma educação especial para os surdos e cegos, com vista a muni-lo de conhecimentos técnicos-cientificos.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;CAPITULO II&lt;br /&gt;Artigo 6o&lt;br /&gt;(Principios basicos e funcionamento)&lt;br /&gt;O Programa da Educação Académica e Formação Vocacional “PEAFV”, no seu funcionamento reger-se-á pelo seguintes principios:&lt;br /&gt;(a)    livre adesão;&lt;br /&gt;(b)   iqualidade entre os membros;&lt;br /&gt;(c)    elegibilidade e livre revogabilidade dos órgaõs eleitos;&lt;br /&gt;(d)   prestação de contas pelos órgaõs eleitos ao PEAFV;&lt;br /&gt;(e)    direcção colegial&lt;br /&gt;(f)     aceitação de correntes de oposição no seio dos membros, entendida como expressão de posições diferentes sobre objectivos comuns.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;CAPITULO III&lt;br /&gt;(Dos membros)&lt;br /&gt;Artigo 7o&lt;br /&gt;(Categoria dos membros)&lt;br /&gt;As categoria dos membros do “PEAFV” são:&lt;br /&gt;(a)    membros efectivos;&lt;br /&gt;(b)   membros honorários.&lt;br /&gt;Artigo 8o&lt;br /&gt;(Membros efectivos)&lt;br /&gt;São membros efectivos todas as pessoas singulars ou colectivas que concordam com os estatutos e regulamentos e que tem subscrito a proclamação do O Programa da Educação Académica e Formação Vocacional “PEAFV” e os que venham admitidos.&lt;br /&gt;&lt;br /&gt;Artigo 9o&lt;br /&gt;(Membros honorários)&lt;br /&gt;É atribuida a categoria do membro honorário as individualidades nacionais e estrangeiras ou organizações que tenham contribuido de forma relevante para o desenvolvimento e promoção dos processos ensino-educativo e das diferentes formações vocacionais sob proposta de PEAFV.&lt;br /&gt;&lt;br /&gt;Artigo 10o&lt;br /&gt;(Processo de admissão)&lt;br /&gt;Admissão é feita pelo candidato por escrito ou mediante o preenchimento de uma ficha proporcionada pelo PEAFV.&lt;br /&gt;&lt;br /&gt;Artigo 11o&lt;br /&gt;(Cessação de filiação)&lt;br /&gt;1.      O membro cessa a sua filiação do PEAFV por:&lt;br /&gt;(a)    demissão;&lt;br /&gt;(b)   morte.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;CAPITULO IV&lt;br /&gt;(Doss direitos e deveres dos membros)&lt;br /&gt;Artigo 12o&lt;br /&gt;(Direitos)&lt;br /&gt;1.      Os membros do Programa da Educação Académica e Formação Vocacional “PEAFV” gozam dos seguintes direitos:&lt;br /&gt;(a)    participar activamente nas actividades programadas pelo PEAFV;&lt;br /&gt;(b)   eleger e ser eleito para os órgaõs de direcção;&lt;br /&gt;(c)    apresentar propostas, sugestões e opiniões sobre a elaboração de projectos de desenvolvimento do PEAFV;&lt;br /&gt;(d)   solicitar informações sobre actividades de PEAFV;&lt;br /&gt;(e)    pedir demissão, por razões justificadas, do cargo para que tenha sido eleito;&lt;br /&gt;(f)     propôr nos termos dos estatutos a adminssão de novos membros;&lt;br /&gt;(g)    requerer a convocação extraordinarioa de uma reunião a nível do seu escalão;&lt;br /&gt;(h)   não sofrer qualquer sanção sem ser ouvido em processo organizado nos termos dos regulamentos, com garantia de defesa e recurso aos organismos imediatamente superiores, no caso de sofrer uma sanção que julga injusta.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Artigo 13o&lt;br /&gt;(Deveres)&lt;br /&gt;1.      Os membros de Programa da Educação Académica e Formação Vocacional “PEAFV” têm os seguintes devers:&lt;br /&gt;(a)    conhecer e cumprir regorosamente os estatutos e regulamentos do PEAFV e as Leis vigentes no país;&lt;br /&gt;(b)   trabalhar activamente pela aplicação das orientações e resoluções dos órgaõs do PEAFV;&lt;br /&gt;(c)    exercer com eficiênçia os cargos em que for eleito, salvo recusas devidamente fundamentadas;&lt;br /&gt;(d)   mobilizar a favour do Programa da Educação Académica e Formação Vocacional “PEAFV” o maior número possível do membro;&lt;br /&gt;(e)    pagar as joias e pontualmente as suas quotas;&lt;br /&gt;(f)     respeitar os bens dos PEAFV e densevolver os esforços permanente com vista a uma melhor utilização dos mesmos;&lt;br /&gt;(g)    comparecer as reunioes ou assembleias a que for convocado;&lt;br /&gt;(h)   aceitar e exercer a critica e autocritica&lt;br /&gt;(i)     respeitar a direcção do PEAFV.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Artigo 14o&lt;br /&gt;(Das sanções)&lt;br /&gt;1.      Em caso de violação ou prática de actos contrarios aos objectivos do PEAFV ou susceptíveis de afectar grandemente o prestígio da mesma ou que infrinjam as disposições estatutarias, podem ser repreendidos ou suspensos ate 1 (um) mes, pela coordenação ou outro órgão correspendente as escalão a que pretence o membro em causa.&lt;br /&gt;2.      As canções a serem aplicadas são as seguintes:&lt;br /&gt;(a)    admoestação;&lt;br /&gt;(b)   censura pública;&lt;br /&gt;(c)    censura registada;&lt;br /&gt;(d)   suspensão;&lt;br /&gt;(e)    afastamento temporário&lt;br /&gt;(f)     demissão&lt;br /&gt;3.      A aplicação de qualquer sanção prevista no número anterior dependerá da gravidade da infracção cometida pelo membro.&lt;br /&gt;4.      As punições previstas nas alineas (d) e (e) só serão válidas após a deliberação da assembleia geral e ouvida a comissão Juridica.&lt;br /&gt;5.      O membro sancionado tem direito de recorrer ou solicitor todos os meios que lhe permitam apresentar a sua defesa ou reabilitação.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;CAPITULO V&lt;br /&gt;(Os Órgãos)&lt;br /&gt;Artigo 15o&lt;br /&gt;(Composição e competênçia)&lt;br /&gt;1.      São órgãos do Programa da Educação Académica e Formação Vocacional “PEAFV”:&lt;br /&gt;(a)    Conselho Administartivo;&lt;br /&gt;(b)   Uma Presidencia com a sua respeitiva vice presidencia;&lt;br /&gt;(c)    Um Secretariado geral, com o seu respeitivo secretariado geral adjunto;&lt;br /&gt;(d)   Dois conselheiros eleitos pelo PEAFV;&lt;br /&gt;(e)    Conselho de departamentos;&lt;br /&gt;(f)     Uma comissão juridica.&lt;br /&gt;2.      O Conselho Administrativo é o órgão maximo do Programa da Educação Académica e Formação Vocacional “PEAFV” e é constituido por um número de 14 membros.&lt;br /&gt;3.      O Conselho Administrativo é presidido por um presidente ou seu vice a serem eleito no acto.&lt;br /&gt;4.      O Conselho Administrativo re-unir-se-á quarto vezes por ano, sendo uma vez em cada trimester.&lt;br /&gt;5.      O Conselho Adminstrativo será convocado por meio de um aviso radiodifundido ou fixado na sede, com antecedência de uma semana.&lt;br /&gt;&lt;br /&gt;Artigo 16o&lt;br /&gt;(Do mandato)&lt;br /&gt;1.      O mandato dos titulares de cargos em todos os escaloes e tres anos, admitindo-se, porem a sua reeleicao por uma ou duas vezes, sendo esta feita por escrutinio secreto e de acordo com regualmento eleitoral.&lt;br /&gt;&lt;br /&gt;Artigo 17o&lt;br /&gt;1.      No caso de impedimento, incapacidade, demissão ou morte de qualquer membro do órgão executive, a sua substituição será feita pelo presidente do conselho Administrative, de modo unilateral, mediante um despacho ou ordem de Servico, devidamente assinado.&lt;br /&gt;2.      A destituição do membro de um cargo que ocupa no PEAFV, só pode ser feita em Conselho Administrativo ordenario ou extraordenario, desde que seja aprovado pelo menos por metade dos membos presente.&lt;br /&gt;&lt;br /&gt;Artigo 18o&lt;br /&gt;(Competência do Conselho Administrativo)&lt;br /&gt;1.      Compete ao Conselho Administartive:&lt;br /&gt;(a)    estabelecer, rever, modificar e aprovar os estatutos e regulamentos internos;&lt;br /&gt;(b)   supervisionar a exequilidade das tarefas definidas pelo PEAFV;&lt;br /&gt;(c)    apresentar, discutir e aprovar o relatorio do PEAFV;&lt;br /&gt;(d)   eleger e fixar o número dos membros;&lt;br /&gt;(e)    decidir sobre os assuntos que constarem das sua agenda de trabalhos;&lt;br /&gt;(f)     atribuir a titulo honorífico.&lt;br /&gt;SECÇAO I&lt;br /&gt;&lt;br /&gt;Artigo 19o&lt;br /&gt;(Secretariado)&lt;br /&gt;1.      Secretariado é o órgão executive e de gestão do PEAFV, a quem compete a direção e controlo permanente da actividade e do funcionamento do Programa da Educação Académica e Formação Vocacional “PEAFV”.&lt;br /&gt;&lt;br /&gt;2.      Compete ao secretariado:&lt;br /&gt;(a)    executar as actividades de PEAFV;&lt;br /&gt;(b)   preparar os planos de trabalhos&lt;br /&gt;(c)    preparer as reuniões de PEAFV;&lt;br /&gt;(d)   administrar os fundos e património do PEAFV e transferi-los por inventários à outra direcção que lhe suceder;&lt;br /&gt;(e)    elaborar o relatório de actividades desovolvidas;&lt;br /&gt;(f)     realizar tarefas que desenvolvam o PEAFV.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Artigo 20o&lt;br /&gt;(Composição)&lt;br /&gt;1        A presidencia é composta por um presidente e um vice presidente&lt;br /&gt;2        Compete ao presidencia:&lt;br /&gt;(b)   Supervisor o Programa (PEAFV);&lt;br /&gt;(c)    autoridade final sobre os assuntos da administração;&lt;br /&gt;(d)   porta-voz do programa (o Secretário Geral)&lt;br /&gt;(e)    o presidente dos reuniões de assembeia;&lt;br /&gt;(f)     formular as regulamentos enternos do programa (PEAFV);&lt;br /&gt;(g)    aprovar o orçamento do programa;&lt;br /&gt;(h)   desenhar e controlar o calendário da formação dos professores e formação vocacional;&lt;br /&gt;(i)     uns dos assinantes de conta bancaria de PEAFV;&lt;br /&gt;(j)     solicitar as financias do programa;&lt;br /&gt;(k)   O vice presidente executar as decisões e actividades  do programa;&lt;br /&gt;(l)     deveria ser preocupado manter a eficácia e a ver que as tarefas são implentada;&lt;br /&gt;(m) manter a disciplina dentro PEAFV.&lt;br /&gt;(n)   O vice presidente, como o presidente, executar as decisões e actividades  do programa;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;SECCAO II&lt;br /&gt;&lt;br /&gt;Artigo 21o&lt;br /&gt;(Comissão Juridica)&lt;br /&gt;1        A comissão Juridica e um órgão independente do secretariado executive e é composta por elementos à indicar pelo conselho administrativo.&lt;br /&gt;&lt;br /&gt;Artigo 22o&lt;br /&gt;(Compentência)&lt;br /&gt;1        Compete a comissão Juridica:&lt;br /&gt;(a)    velar pelo cumprimento das disposições do estatutos e regulamentos do PEAFV;&lt;br /&gt;(b)   emitir parecer sobre os assuntos do PEAFV;&lt;br /&gt;(c)    proceder à elaboração e ao estudo tecnico-juridico dos estatutos e regulamentos;&lt;br /&gt;(d)   coligir, ajustar e manter actualizada à legislação respeitante as materias do PEAFV;&lt;br /&gt;(e)    defender o prestigio do Programa da Educação Académica e Formação Vocacional “PEAFV” e dos seus membros, combatendo as calunias, informações tendenciosas, acusações de má fé e boatos&lt;br /&gt;(f)     proteger a unidade e a pureza da acçõa academico-professional do PEAFV, atráves de detecção e ezame e persuação aos membros que inflijam as clausulas dos estatutos e regulamentos, bem como os que violem as resoluções e a moral do PEAFV;&lt;br /&gt;(g)    instituir processos disciplinares sobre assuntos relacionados com os seus membros&lt;br /&gt;(h)   exercer outros funções que lhe forem determinada superiormente.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;CAPITULO VI&lt;br /&gt;Artigo 24o&lt;br /&gt;(Dos fundos do Programa)&lt;br /&gt;1        Constituem fundos do PEAFV:&lt;br /&gt;(a)    os resultados das joias e das quotas dos membros;&lt;br /&gt;(b)   as doações e contribuições dadas por pessoas sigulares ou colectivas, entidades nacionais ou estrangeiras;&lt;br /&gt;(c)    outras receitas não referidas nas alinhas anteriores.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;CAPITULO VII&lt;br /&gt;Artigo 25o&lt;br /&gt;(Disposições finais)&lt;br /&gt;1        Programa da Educação Académica e Formação Vocacional “PEAFV” mantera contactos com o ministério da educação, suas independências e outros organismos que se acharem necessarios, no âmbito da consecução das suas actividades e objectivos.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Artigo 26o&lt;br /&gt;(Extinção)&lt;br /&gt;O Programa da Educação Académica e Formação Vocacional “PEAFV” poderá extinguir-se por deliberação de  dos seus membros, em conselho administrativo expressamente convocado para o feito.&lt;br /&gt;&lt;br /&gt;Artigo 27o&lt;br /&gt;(Destino dos bens)&lt;br /&gt;Extinto o PEAFV, os seus bens terão o destino que lhe for fixado por deliberação dos seus membros, sem prejuizo do disposto no regulamento.&lt;br /&gt;&lt;br /&gt;Artigo 28o&lt;br /&gt;(Dúvidas e omissões)&lt;br /&gt;As dúvidas e omissões que se registarem na interpretação e aplicação dos presentes estatutos serão esclarecidas pela presidência do PEAFV.&lt;br /&gt;&lt;br /&gt;Artigo 29o&lt;br /&gt;(Entradas em vigor)&lt;br /&gt;Os presentes estatutos entrarão em vigor a partir da data da sua aprovação e proclamação do PEAFV.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br style="font-family:arial;color:#3366ff;"&gt;WHAT IS PAEVT?&lt;br /&gt;&lt;/span&gt;&lt;/strong&gt;PAEVT (Programme for Academic Education and Vocational Training) is a non-governmental and community based educational programme, formed by the Angolan educationists and vocationists who lived in Zambia as refugees, but repatriating to their country of origin - Angola.  It is purely a community-based initiative.  The idea of this programme is to participate in the education development in Angola and provide the necessary education and skills to the recovering Angolans as a tool for survival and sustainable development.  The organisation believes that education is a basic right for all as means to become better citizens of this world.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="font-family:arial;color:#3366ff;"&gt;FACTORS THAT LED TO FORMATION OF PAEVT&lt;/span&gt;&lt;/strong&gt;&lt;br /&gt;The programme has been necessitated by very profound reasons. &lt;br /&gt;&lt;br /&gt;Firstly, we all know that Angola is such a country that has faced war for a very long time.  If there is any country that has faced serious civil war in Southern Africa, Angola is no exemption.   Since 1975, Angola spent all the years in civil war and only to end it in 2002.  We are talking about 27 years of civil war.  At the same time, the people of Angola have not had adequate education since the era of the colonial masters.  If there was any education offered, then it should have been for those who lived in urban areas and at a very low profile.  During the war, many men, women, and children had died.  For all those who attained little education from 1966 to 1975 constituted the elite to form the government in 1975 immediately the colonial masters left Angola.  This was the dream at that time.  However, the dream was enmeshed into flares of destruction.  Many people got involved into the civil fighting, including the few elite.  As a result, many people died including the few elite.  This was a pathetic situation!  Among other problems of war, the following are the notable ones:&lt;/p&gt;&lt;ul&gt;&lt;li&gt;98% of the population lived with high levels of illiteracy;&lt;/li&gt;&lt;li&gt;schools stopped to function since there were no students for these schools as almost everyone got involved either by running away or by fighting;&lt;/li&gt;&lt;li&gt;there were no semi-qualified teachers to facilitate learning for the legible for the whole country;&lt;/li&gt;&lt;li&gt;the few schools which were built by the colonial masters were destroyed during the war;&lt;/li&gt;&lt;li&gt;the situation was aggravated in rural provinces.  Education was almost unheard of in these rural areas (Moxico, Kuando kubango, Namibe, Cunene, Lunda norte, Lunda sul, and Huila). The colonial masters stayed in these areas for only about 80 years from 1895 to 1975 as compared to some urban and coastal provinces (Bengo, Benguela, Bie, Cabinda, Cuanza norte, Cuanza sul, Huambo, Luanda, Malanje, Uige and Zaire) where they stayed for about 500 years from 1475.  The difference is just too wide.&lt;/li&gt;&lt;/ul&gt;&lt;p align="justify"&gt;Secondly, everyone in Angola is now aware that the long-awaited peace has come to Angola and Angolans who sought asylum in neighbouring countries and those internally displaced are now returning to their contemporary areas.  Chances of developing the country will begin.  Indeed, development will tilt to Angola.  This means that the population of that country will grow thereby demanding more schools, colleges, universities, hospitals, shops, factories, etc.  There will soon be a huge demand for various goods and services in the country.  Growth in business will require more staff and these will require to be trained at various levels.  There will be an urgent need to construct colleges and possibly universities in Angola to meet the new and urgent demands.&lt;br /&gt;&lt;br /&gt;Thirdly, since civil war ended in Angola, all the Angola refugees are being repatriated, including the members of PAEVT.  The children who have been learning in Zambia will be interrupted in their learning.  Those who are employed will loose their jobs.  As a result, most of them are trying to hesitate to abandon what they are doing now and leave for Angola.  At the same time, the Zambian government is trying to put up restrictive measures to make sure that no more refugees remain in Zambia.  As a result, everyone is forced to repatriate.  PAEVT values education as a fundamental human right and as the engine that drives development.  PAEVT is about a contribution to the education sector in order to help the spread of formal learning in the country after many years of very little education.  &lt;/p&gt;&lt;p align="justify"&gt;The intention of this initiative is really to meet the educational needs of the most rural areas among the poor of the poorest citizens who are actually the victims of the effects of the prolonged civil war.  Really, PAEVT’s main strategy in education is to participate in the advocacy of access to educational opportunities and improve quality of provision at all levels.  It is for this reason that the project will have to start in Moxico Province, Luena.  &lt;br /&gt;&lt;br /&gt;Appreciating the difficulties Angola has faced and continues to face in educational opportunities and knowing as well as understanding that it might take government a long time to resolve these problems, Angolan educationalists, as social entrepreneurs, decided to move in the interventions to address the challenges of educational development as well as address the problems of illiteracy, unqualified and under qualified personnel.  The results of these interventions was the birth of the Programme for Academic Education and Vocational Training (PAEVT), whose mandate is to offer high quality educational opportunities to children and adults, and provide highly qualified and efficient pre-school teachers, primary school teachers, secondary school teachers, vocational trainers for quality assurance and service delivery in moxico (Luena) province schools and Angola as a whole.&lt;br /&gt;&lt;br /&gt;The collaboration between PAEVT and many donors and well wishers will provide the many answers to the forthcoming challenges in the field of education and training provision.  It is envisaged that once PAEVT has established its premises in Luena (Moxico Province), we might consider offering some of the popular global programmes at all levels through to meet the needs of the country.  This way we shall fulfil our new philosophy of reaching new heights in global education.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="color:#3366ff;"&gt;THE MANDATE OF PAEVT&lt;/span&gt;&lt;/strong&gt;&lt;br /&gt;In trying to achieve the intervention, PAEVT has a mandate that explains its mission, vision, aim, objectives, and motto.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="color:#3366ff;"&gt;MISSION&lt;br /&gt;&lt;/span&gt;&lt;/strong&gt;To offer high quality educational opportunities to children and adults, and provide highly qualified and efficient pre-school teachers, primary school teachers, secondary school teachers, vocational trainers for quality assurance and service delivery in Moxico Province schools and Angola as a whole.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="font-family:arial;color:#3366ff;"&gt;VISION&lt;br /&gt;&lt;/span&gt;&lt;/strong&gt;Reaching New Heights in Global Education&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="font-family:arial;color:#3366ff;"&gt;AIM&lt;br /&gt;&lt;/span&gt;&lt;/strong&gt;Continuing process of total transformation of Angolan people and society; and to act as an instrument for social and economical transformation; to hasten development programmes and establishment of a just society and finally to generate positive attitudes towards education and vocational training in the people.&lt;/p&gt;&lt;p&gt;&lt;br /&gt;&lt;span style="font-family:arial;color:#3366ff;"&gt;&lt;strong&gt;OBJECTIVES&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;&lt;span style="font-family:arial;color:#3366ff;"&gt;&lt;strong&gt;&lt;ul&gt;&lt;li&gt;&lt;/strong&gt;&lt;/span&gt;establish a learning institute running from pre-school to secondary school;&lt;/li&gt;&lt;li&gt;establish distance-teacher training programmes for both Pre-school, primary and secondary school teachers;&lt;/li&gt;&lt;li&gt;provide high qualified teachers who should be able to teach in all schools in the country;&lt;/li&gt;&lt;li&gt;carry out vocational training programmes in design and tailoring, carpentry and joinery, embroidery and knitting, electric,  and computer programmes; &lt;/li&gt;&lt;li&gt;enhance the teaching of all academic subjects taught at primary and secondary schools by carrying out school in-service programmes;&lt;/li&gt;&lt;li&gt;promote the teaching of English and French as foreign languages;&lt;/li&gt;&lt;li&gt;within the same institution, to open a death and blind school;&lt;/li&gt;&lt;li&gt;co-operate with other global learning institutions involved in all types of learning, both distance and full time; &lt;/li&gt;&lt;li&gt;provide HIV/AIDS awareness to the students of PAEVT who should in turn disseminate the same information to their respective communities.&lt;/li&gt;&lt;/ul&gt;&lt;p align="justify"&gt;&lt;span style="font-family:arial;color:#3366ff;"&gt;&lt;strong&gt;MOTTO&lt;br /&gt;&lt;/strong&gt;&lt;/span&gt;‘Education is the engine that drives development’&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="font-family:arial;color:#3366ff;"&gt;THE HISTORY AND MEMBERS OF PAEVT&lt;br /&gt;&lt;/span&gt;&lt;/strong&gt;PAEVT was formed by an Angolan who lived in Zambia in Meheba refugee camp since 1976.  His name is Malichi Godwin.   He was born in Lucusse, Moxico province, Angola.  He did his primary and secondary school education in Zambia.  When he finished his secondary school course, he went to a primary school college of education.  After he worked for six years as a primary school teacher, he studied with the University of Port Elizabeth (South Africa) and he obtained his Diploma in education.  From 1999 to 2001, he taught English at secondary school.  Then, he was promoted by the ministry of education to a post of the Editor and Publishing Director of TOPSSUP Education Programme from 2002 to 2005.  He developed, edited, and published, with various subject lecturers, study modules for primary and secondary teacher training courses.  It was during this period when he got the inspiration to come up with PAEVT Project to be implemented in Angola.  He did not stop studying.  He further studied with CACC:Preston University (USA) and obtained his Degree in Business Administration and Management.  He also obtained another Diploma with the University of Zambia in project planning and management and in computer programmes.&lt;br /&gt;&lt;br /&gt;After the project was formed, he sold it to the other refugees who shared the same vision as his.  Indeed, the programme was well received by the others and now there are more 40 members.  Most of these members are teachers while others fall into the category of vocational skills.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-family:arial;color:#3366ff;"&gt;&lt;strong&gt;LIFE DESCRIPTION OF THE MEMBERS OF PAEVT IN MEHEBA REFUGEE CAMP&lt;/strong&gt;&lt;/span&gt;&lt;br /&gt;First and foremost, all the members were Angolan refugees.  They had been refugees since civil war broke in Angola.  Some of the members were born in Zambia while some were born in Angola.&lt;br /&gt;&lt;br /&gt;Their life as refugees was not all that easy.  In terms of education opportunities, we want to thank the Zambian government for creating an enabling environment for the refugees to study in their land.  Most of us are highly qualified and able to use the education for survival because of what the Zambia government and UNHCR put in place.  However, it was not all that easy.  The life of a refugee was that of restrictions.  For example, it was not automatic that we got some scholarship from UNHCR to further our studies.  For those who were privileged, they obtained higher qualifications.  It was like education was not emphasised to the refugees as a right and so, everything was left to the refugees themselves, whether they obtained education or not, was not the baby of whoever should have been in charge of the warfare of the refugees.   Meanwhile, movement from one place to another by a refugee was only done by a travel permit which was obtained from the office of the Refugee Officer.  Really it was like we were in ‘prison’.  Employment for refugees was another hard issue.  The majority of those who worked were actually teachers, who were employed by the Ministry of Education of the Zambian Government.  This forced most of the Angolan refugees to join the teaching profession.  Even then, it was not easy to get that job.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="color:#3366ff;"&gt;CONCLUSION&lt;br /&gt;&lt;/span&gt;&lt;/strong&gt;Those of you who are lack to gain education in your peaceful countries may think that even Angola is the same.  It is by far the same.  In our own interpretation, we are witnessing the end of a model alien to the true Africa.  Soon, gradually and painfully, a new society, more informal and based on traditions, will probably arise from the ruins of colonial and neo-colonial Angola if no nimble and pragmatic measures are put in place.  Unlike the USA and other developed countries, Angola lacks infrastructure, teachers, doctors, nurses, and vocational skill trainers, to help in the rebuilding of the country.  Angola is a large country (18 provinces) with important mineral resources (such as petroleum and all kinds of precious stones including diamonds), great biodiversity in forests and savanna ecosystems, extensive areas suitable for agriculture and rangelands, and important fisheries.  If we have to explore these resources, education should be given priority in order to learn the concepts which require us to explore the resources.  PAEVT would like to provide such an opportunity.
